Withdraw from the Quality Incentive Payment Program (QIPP)
​The City of Ennis owns the Operating Licence for 24 Nursing Homes across the State of Texas, None of which are in the City of Ennis or Ellis County. While this program is lucrative to the city, it presents a risk to taxpayer dollars by the city taking out loans for tens of millions of dollars in order to participate in the program. The program also presents a massive liability to the City as well as city staff.

As we reach the halfway mark of my first year in office, I am excited to share the progress we’ve made together on key initiatives to enhance our community and ensure Ennis remains a wonderful place to live, work, and visit. Thank you for your trust, support, and active participation in these efforts. Above this letter, you will find an outline organized into four main categories of the many things we have accomplished in a short amount of time. The categories are:


1. Placing Citizens First
My highest priority as Mayor has been to listen to you, the people of Ennis, and address your needs. Through promoting open & transparent government, and community engagement, I’ve taken actionable steps to incorporate your feedback.

​2. Campaign Promises Kept
Commitment to fulfilling campaign promises is something I take seriously. In the past six months I have worked tirelessly to drive quality development, prioritize improvements of critical infrastructure, and focused on managing growth.

3. Internal Program Advancements and Improvements
To improve the efficiency of our city operations and employee retention, I have focused on building internal programs that deliver services more effectively. Key advancements include: accountability & financial integrity studies​, mitigating risk ​& reducing city liability, modernizing municipal workflows with online services, and ​employee care.

4. Advancing Public Safety
Public safety remains at the forefront of my priorities. Over the past six months, we’ve strengthened our public safety efforts in several ways by focusing on crime control & prevention efforts, fire protection investments, and emergency management operations investments & training.

Looking Ahead
The progress we’ve made in these first six months is a solid foundation, and there is much more to come. With a continued focus on collaboration and transparency, we aim to build an even brighter future for Ennis. I encourage each of you to stay engaged, attend city events, and reach out with your thoughts. Together, we can continue to make Ennis a city we are all proud to call home.
